I was bored of the older IDs, this one is not as good a design as say the snake ID, but I feel like having something fresh.

is it taken from the idea or reborn of the phenix?

Yes, in part... The bird sadly was dead when the photo was taken, after it flew into a window and broke it's neck. By making it something of a work of art, it was given 'new life'. A conceptual link to the legend of the phenix, not a direct attempt at rendering it.

The "resurgere" name was chosen for aiding this kind of resurrection, helping artists turning the dead and base [stock] into the timeless and alive [art].
